Customs Clearance
When it comes to customs clearance in Norway, there are two main options: VOEC or NUF.
VOEC (VAT On E-Commerce)
The VOEC scheme makes it possible to collect Norwegian VAT in the online store, pay this to Skatteetaten (the Norwegian tax authorities) and avoid customs clearance in Norway. If textiles are sold through the VOEC scheme, customs duties are also avoided.
Key points:
- The VOEC scheme simplifies VAT reporting for foreign sellers of low-value, non-restricted goods to Norwegian consumers.
- Applies to items under NOK 3,000 each (not per shipment) and requires registration with Skatteetaten.
- VAT can only be charged on VOEC-eligible items.
- The VOEC number must be provided electronically with each shipment.
- Multiple VOEC items can be shipped together, even if the total exceeds NOK 3,000. However, if any item exceeds NOK 3,000, the entire shipment must go through regular customs, and VAT cannot be charged at sale.
- There may be a limitation with the software solution. For optimal performance, the TA carrier should be nShift. Otherwise, a dialog with Bring IT will be necessary. In any case, approval from Bring is mandatory before proceeding.
- Waybill/CMR, routing label, Colli list and a clear marking of VOEC must be attached on the outside of the plastic on at least 1 pallet (routing label on all pallets, VOEC marking on all pallets).
We recommend that you start a dialogue with Skatteetaten to clarify whether your company is qualified for the VOEC scheme or whether a traditional NUF registration is the solution for you.
Find out more about VOEC in this link:
NUF (Norskregistrert Utenlandsk Foretak)
Standard customs clearance used when VOEC is not applicable.
Key points:
- NUF is a branch of a foreign company that is registered in Norway, while retaining its legal entity in its home country.
- The foreign company is liable for the NUF’s obligations in Norway.
- Can be attractive for companies that wish to operate in the Norwegian market without having to establish a separate Norwegian company.
- Allows multiple goods and item types (HS codes) in one shipment.
- Prices include a set number of HS codes; additional codes may result in an extra charge, which will be added to the consolidated invoice. This HS fee is the only extra charge beyond the base package price.
We recommend that you start a dialogue with Skatteetaten to clarify whether a traditional NUF registration is the solution for you.

OCR (an Add-On to NUF)
- Used for customers with 20-30+ HS lines per consolidated invoice.
- A daily fee per customs entry is charged in Norway.
- Requires additional agreement with the carrier.
Required documents for sending goods into Norway:
- Consolidated invoice used to facilitate the export of the goods from Denmark, preferably in Excel format. Created by Shipmondo or own template. Needs approval by Bring before go-live.
- Waybill (CMR) + routing label. Created in MyBring, Shipmondo or own version.
- Colli list (example file) used for import registration in Norway, preferably in Excel format (only required for VOEC). Needs approval by Bring before go-live.
